Even myself, I admit I used to go to the I/T area, and use my phone and snap pictures of all the unused Win7 license stickers on the PCs being junked. Many OEM machines (like Dell and HP), used the SLIC activation method, which did NOT use the key that is on the machine, but rather a digital signature (part of bios) and generic key (so the printed key is unused). With companies replacing old PCs (which have Win7 stickers on them) many are being chucked without ever being used/activated. And in many cases, they are not even Win10 keys, they are old Win7 keys, which can also activate Win10 (end user doesn't see the difference). LEGALLY, an end user can only buy a RETAIL key. The Windows keys on eBay are not illegal, but in fact unused OEM keys which are legal (sort of grey though). Um, someone asked about Windows Key not MS Office.
